how do i get the metal peice off between the rear bumper and tails?

the part where my key hole is for my hatch? i am goin to shave the keyhole this weekend (it is broke anyways), fix a little rust, and paint the peice. thanks!!

Check the manual book. I never taken off the back bumper ,i'm guessin its not that hard?

Are you talking about the rear Reinforcment or the small piece of metal that the Key hole pops through. If its the Rear Reinforcment theres is 2 brass looking nuts behind to plastic pieces underneather your car on each side of the spare tire dip. I just pulled the pieces of plastic off and unscrewed them. and the piece of metal that has the key going through it just has like 4 screws. 1 on each end and 2 behind it towards the center. Hope that makes sense.
