brake lights not shutting off

I have a problem. My brake lights for my 91 integra will not shut off. I have tried pulling fuses, but all the fuses are fine. All the switches in my car is shut off and my brake is not being pushed in. Right now the battery is disconnected so it won't run down.

I feel it is something small but I still need help on this matter.
