Those valve covers with the built in wiring have been known to come loose on the inside connector which will cause it to misfire, run rough, no power.

They now make a special clip to hold the connector tighter.

Re: 98 E350 7.3 diesel....loss of power

Does it start and idle ok, or not?

If not, I would suspect that the IPR valve is bad or the wires to it are preventing it from functioning properly. One should be battery positive with the key on, and one a pulsed ground (from the PCM). If the voltage to the IPR is low, it will not run well and have low power.

The other thing that often happens is the Exhaust Back Pressure (EBP) valve gets stuck CLOSED, restricting the turbo outlet to the muffler. Easy to test, remove the dog-house, then the turbo down pipe, start engine and see if the butterfly opens or not. CAUTION: You WILL get lots of exhaust into the vehicle, you MUST keep ALL doors open to AVOID DEATH.
