Exclamation BrainBuster - Bet you cant figure this one out!!!

Ok Here it goes!!!
I own a 96 Geo Prism LSI 1.8L, with 130,000 miles on it..

We have recently within the last year replaced the EGR Valve and components. The EGR valve is new and works perfectly. The Geo prism lsi doen't have an EGR Senor of anysort. So here is my major puzzle. We have error code P0401 and will not go away regardless of all the new working parts on this damn thing.. We cant seem to pass inspection. Nothing else is wrong with car, what could the problem be??? We love our car but we now are forced to not be able to drive it because of the failed inspection!!! I have heard of others with similar problems but no one has pinpointed the root of the problem... what monitors the EGR in a way that it shows up at an error when there really is nothing wrong. Any help or else this car is going bye bye!!!!!!!!!!!!!!
