replaced engine, no fuel, no spark,

Hello everyone, I'm new here.
My kid's '92 Metro needed an engine as soon as he bought it, it threw a rod. He got a replacement from Japan and now that the replacement is installed, there is no fuel pressure nor spark. It apears the fuel relay is controlled by the ECM, the circuit and fuel pump are good but the relay gets no signal from the ECM.
What can I look for to restore fuel and spark signal from the ECM?

make sure you hooked up the 3 ground wires that bolt on to rear of intake. also you usually have to use your old distributor. the japanese one has different electronics. either of these could cause your problem.
