Question 89 civic blinker and fuse problems!!!!!!

can anyone help me ? i bought an 89 honda civic lx and when i got it nothing on the car worked. i fixed everything but the blinkers i cant get them to stay on and not blow fuses ? i checked all the bulbs ( i bought all new bulbs ) they work but it blows fuses when i use them , i pulled the big square black fuse (not the relay but the other one) and the side is melted when i change the blue 15 ,fuse that blows when i use the blinkers, it has a blue spark when it connects . can someone help , could it be a short or a bad wire ? is a wire touching a ground?

i would say check your grounds and make sure you have the right fuses in place. then work from there.
