Cool 86 Celica GT Starter Problem

Ok guys i got an 86 celica gt, i basically raised it from the dead, the one problem thats beating me down is i can't get the starter to turn, i turn the key and nothing but i can get it started by jumping the starter, so that rules out the starter and silinoid, i've changed every relay i could find and checked all fuses and still nothing, and I've changed the key mechanism, still nothing, it used to click but not even that anymore......I'm sure the wire ain't broken so is there something I'm missing????????????????? hope you guys can save me on this one.......IF ANYONE NEEDS TO KNOW ANYTHING ABOUT THIS MODEL AND YEAR CAR ASK ME I JUST ABOUT DONE EVERYTHING FORM REPLACEING THE ENGINE TO DROPPING FUEL TANK AND EVERYTHING ELSE BUT I CAN'T FIGURE OUT THIS PROBLEM.............................help

Is it an auto or manual? If its an auto, check the neutral start saftey switch to make sure it doesn't need adjusted or replaced. Its on the tranny somewhere but not sure where. If its a manual, check the clutch saftey switch. If it isnt those, I'm not sure what it would be. Hope this helps.
