89 Calais poor cold idle.

Hi,
On my 89 Calais 2.3 Quad 4 motor the problem I have run into lately is this When you first go to start the car after it has sat It takes 7 or 8 seconds before it will start. Than it has a searching idle it goes up and down between 800- 300rpm and stall.You will hit the accelerator and there will be nothing there or the idle will jump around or stall This only seems to happen when its in open loop. After the car goes to closed loop no problems. I just changed the TPS as I thought this could be the problem, No Change. I also changed the o2 sensor and it was given a complete tune up. There are no apparent Vac leaks. I cleaned the Idle Air Valve and watching it on the scan tool when you accelerate it allows more air when you idle the numbers go accordingly. The tps shows 0.68V at idle and goes to around 4.5 when you goose the gas. 2 things the scan tool show are idle air motors or coils either one or the other is actually on at any one time when the car is running, I am not sure what these are. Anyway any ideas where I can start? Thanks Tom
