turbo pickup idle and throttle response

1987 Toyota turbo pickup

Got the truck wth the engine pulled out and in the bed. Rebuilt it and got it running. Seems to be sluggish with throttle response. I tap the throttle and nothing for a second or two. Idles low almost to a stall but keeps going. I think i have adjusted the TPS the right way but i'm not sure why the idle is so inconsistant. Symptoms seem worse when the engine is cool and just warming up. Thanks
