New pk3 key

I bought a pk3 key from ebay when I recieved it It had Instuctions on how to program it .Said put the original in the key cylinder turn to run turn off remove key within 15 seconds insert new key turn to run and the security light will turn on saying it was programed .
Well Iam from Ontario so I thought i would try it anyways ( I heard I have to have 2 original keys to program one) So I did what was said above but the security light did not come on So I figuired I try and start it with the new key and it started . So Iam just wondering if I did Program it or if something is wrong with the security in the van.
Just thought I would share that with the forum.
anyone else run into that?
