Local laws about modifing cars?

Where would I find these laws about modifing cars, because I was watching something on MTV about street racing and this guy was gettin his car searched by the police and they were busting him for not have stickers on his intake, headlights below 22" from the ground, and having light forward of the turn signals or sumthing? I would like to know some of these laws before me or my friends get busted for stuff we didn't know about.

I would think u can go to your police department and let them know what u can have or cannot have, everything's gotta look crappy on cars nowadays, u can't modify it without cops on your ass ya know?

what i don't get is why would they bust you for having a fuckin CAI under your bonnet for? i mean come on! if they were illegal, then why don't they bust the fuckin mod shops that sell them? why don't they go after the warehouses that import the parts from Japan? why do they have to go and bust a fuckin souped up integra or a prelude, while real crimes like selling drugs, sexual assaults, robbery, larceny, fraud etc. are being comitted 24/7?

why does it seem like such a crime to have an extension of your soul driving down the street with you? why does it seem like something of such pride, such joy....something that was created from your deepest dreams and desires..to be stopped by the cops so they can try to make you ashamed of it? so that they can take it away to the impound lot so you have to pay a ransom? it's pretty much like kidnapping....i've always wanted to modify a car such as a Supra, or a 240-SX (Silvia), or even a Fairlady Z...even save up for an R32-R34 Skyline or the Lancer Evo when it comes to the states...to deny me of something that i have been craving for since the moment that i opened my eyes...to tell me that i cannot live my dream....is the ultimate pain and would cause me to do it anyways...not out of spite, but because i am so dedicated to holding that dream in the depths of my soul, so that one day i can tell my children that i raced, and then take them to the garage and lift up the tarp to show them my dream car...and then tell them that if they take it out of the garage i will have their heads...
