1999 camry overheating problem

Camry over heating, while sitting in driveway.
Fans will not kick on.
Tested all relays, main, fan #1, #2 and #3 all good results
Applied 12vdc to each fan to make sure they where good and they ran fine.
What else can I check? I'm thinking the temp switch #1.
Is this the one under the radiator?
If so where is #2 temp switch, I have a 4 cylinder?
Anything else any can think of that will cause this overheating?
