overheating problem

Hello, the cavalier stranded in my driveway has a severe overheating problem.
Just at idling it overheats within 10 minutes. Tested therostate-works.
Did notice that when ac is turned on the fan does go on. but when off and temp rises haven't noticed fan come on as of yet. Are there 2 different fuses for the fan? Other thing noticed, New antifreeze was put in, not sure if circulating. Also when heater is turned on It doesn't stay hot, even at overheating. Have been to two mechanics. Didn't overheat with them, so they say. Both times car was ok but by the 3 day overheating again.Am keeping water to level. What is best guess as what to do next besides shooting the stupid thing?

the mechanics did pressure tests? my guess is either a blown fuse/short is keeping your fan from coming on or that coolant isn't circulating...

but my 89's fan barely ever comes on and it takes me a good 40 minutes on the highway to get the TEMP light to come on..
