Coolant fan temp

at what temp does the PCM supposed to turn the fan on? i cant seem to get my cooling fan to come on..ive tested the fan motor and it works.....the wiring all the way to the relay is good..we thought we had a bad relay so i got a new one of those and it threw a bad coolant sensor code got a new one of those..and that trouble code went away but the fan still doesnt turn on..we have a scanner here and we have been watching the digital reading of the coolant temp as it happens and we let it get all the way up to 220 before we shut the engine off...if you take the connector off the relay and jump from the fan to the power wire in that connector the fan comes on..........so first if anyone knows what temp the fan is supposed to come on? ...i need to know.....and secondly any thoughts on this problem??........im only getting 1 trouble code now..and thats the mixture control solenoid..and thats un-related

The fan should come on anywhere from 235 to 240 ish.

Normal operating temp IS 220.
