bonding plastic to fiberglass?

what can i use to keep these two together other than screws , super glue or double sided tape?

it's for fender flares, but the original fender insides are rolled so there's not existing spot for the flare to connect so i'm trying to connect it on the top of the fender flare rather than the lower part in the wheel well...

anyone know?

whatever you use (look into 3M products) make sure the surface youre bonding to is good and scuffed up (no finer than 220 grit) so it has something to bite to.
