seat belt lite

I have a 1997 4x4 TJ Wrangler Jeep and when I turn the ignition key to on the seat belt lite comes on and blinks 19 times then stays on. I have checked the motor manual but nothing there. Also checked OBD nothing.

I don't know about the blinking 19 times, I looked in my '98 service manual, and it didn't help. The seat belt light is switched by fastening the driver's seat belt. When the connection for the sensor is under the seat and their should be continuity when the seatbelt is fastened.
