How to aim headlights on 95 eclipse

I had my front bumper replaced and it seems like they didn't bother to aim my headlights. That level indicator thing just behind the headlight seems like it is way off. Anyone know how to do this or have the TSB that describes how to do this?

There are these two little wheel somewhere behind the headlight. It's hard to explain it online, but they're like little gears, you can move them with your hand though, one goes up/ down the other goes sid/side

I think I've found what you're referring to. But they seemed a little difficult to turn. Is that normal?
