Escort '99 SE fuel pressure

My car is really lazy and still could not find out why. I will try to replace the fuel filter but before doing that I gauge the fuel pressure in the injectors and is 28 psi. Does anyone know if this is the correct fuel pressure for a escort 99 SE SOHC? Thank you guys.

Fuel pressure with the engine running is 25-35 psi. With the key on and the engine not running is 50-85 psi.

I gauge the f. pressure and with the key on and motor not running and it is 28 psi. Does this confirm that the fuel filter is clogged? Thank you for your help.

I don't think so. If it was It would have less pressure on the running test of the fuel pressure. It's running pressure you should be looking at and it is okay. If you have more than 100k replace the filter. You mentioned your car was lazy. What symptoms do you have? Does it run rough and lack power?
How does it idle? Rough? How does it do going down the road? What, if anything, do you hear?

Thank you for your reply. Yes, it lacks power, when I turn on the A.C. it is so lazy that I almost have to turn it off to go up a hill. I also notice if I use other than citgo gas the engine light come on when idle. I don't know why, it does not happen with citgo gasoline. The other thing I notice is that the RPM go to 1/2 when I turn on the fan or a/c and the motor sounds like if its going to stop. Other times I felt that the transmission was shifting too soon and then the car was lazy because of that, but then to go back one shift I have to push the fuel almost all the way down. My car is around 100k but I give it great maintenance and I had never have a problem before. Thanks again for your help
