2000 mustang GT

I was wondering what you guys think would be the quickest way to get a 2000 mustang GT 5sp into the mid 13's, maybe even high 12's?

Whats mods do you think it would take and i'd like to keep away from the N.O.S

4.10's, short throw shifter, good clutch, slicks, cams, fuel system, exhaust, tune, good driver.
