95 Aurora-Service-Engine-Soon light OFF

California Emissions requires that SES light goes on for 15 sec when you turn the switch to ON position before starting.
Mine doesn't light at ON position, but it comes on while car is starting for 2-3 secs.
Fuses are OK and 3 of other lights come on next to SES light.
SES light also works when car is in trouble.
Anyone had same problem?

Some engines operate this way, check your owners manual, could be the car was not sold as a Ca. emissions car?
