04 malibu killer headlights

so has anyone else noticed that the headlights on the new malibus seem like they constantly have their brights on? my dad has one and constantly has people flashing their brights at him cuz they think he left his brights on. could it just be mis-alligned factory headlights or are they really supposed to be this bright?
