Unable to start

I have a 1988 Rx-7 Gtu, 1.3 rotory, i have put new plugs, wires and coil packs in it and the engine rotates but it wont fire , does anybody know why it might not start, i have tested the wires and coils and they tested just fine.

Flooded? To check; pull the fuse closest to the engine in the engine-bay fuse box, turn the engine over for 30 seconds or so, re-insert fuse and see if it'll start.

if not that then grab automatic tranny fluid or marvel mystery oil and pour a bit in the chambers (where the spark plugs are at). then try rotating it by hand and then crank it
