Question 95 Aurora- Service Engine Soon Light

California emissions requires Service-Engine-Soon light to come on for 15 seconds when you turn the switch to ON position. Mine doesn't, even though security/ABS/ some other lights come on. But it lights while the car is starting(for 2-3 seconds)
Stealer(Dealer) already checked some and charged me $120 (for nothing whatsoever fixed).
Obviously it's not from Fuses because other lights work. What else causes Service Engine light to stay off?

Question #2: Since dealer messed with wiring and fuses, The rear shock pressure adjuster motor starts running everytime I touch the car or sit in it and runs for 5 min with noise. It used to kick in for a few seconds couple of yrs ago then it totally stopped until the dealer visit. How can I get rid of that?

So what is the dealers explanation for the $120, they say it is normal, they cannot fix it, they said it is fixed, what happened here? Second what does your owners manual say about the normal operation of the cel? Possible leak in the alc could cause the pump to run too long, this requires on site diagnosis.

Dealer charged to go through fuses and some wiring. He stopped at steering column wiring and said it might be from wiring inside column (then it might not, so it's open-ended fee!). As you know, in America they charge based on time spent searching for the reason not for the actual fixing of the problem like in most other countries.
