1998 Z24 Electrical Problem

My friend just finished paying off her 1998 Z24, and now it won't start up, isn't that crappy luck?

There have been some issues over the years... Dash lights come on, the tail lights will flash spontaneously for a couple of seconds while parked (even though the anti theft system isn't enabled). Now with the keys out of the ignition switch, buzzers are sounding quietly under the dash.

When trying to start the car, there isn't any sound at all. I've tried to read the codes on the cpu, but when i plug my reader to the car the LED'S are bright, but when the key is moved to the start position, they dim considerably and the digital screen goes blank.

I've looked on other postings, and no-one else have had quite the same symptoms, but i have found info on a recall for defective ignition switches over-heating and potentially causing a fire. Can anyone help?
