2001 passat wagon can't open back latch

Oooooh. I cannot open the back hatch -- I get a loud buzzing
noise when I try. Any ideas? besides kicking it some more?

Isn't there a place to put the key in to open the back? I think it's above the license plate. The key goes in vertically. Hard to see unless you bend down and look up.
