25 or 21 year rule?

I was always under the impression that the rule stated that the car must be 25 years old or older to import without too big of a hassle (this would mean that r32's would be available to us without motorex in 2014). Recently, however, i was re-reading the EPA rules and i stumbled across this:

A 21 year rule-
This would mean that i'd only have to wait 4 more years until i could import an r32.

Was the rule changed, was I misinformed, or do different agencies have different rules? I'd appreciate it if anyone could clarify this for me. Thank you

EPA is only half of the equation. DOT still requires 25 years.

....oh...and some b1tch ass states (you get one guess as to which one in particular) has set a mandated year (1972 I believe) rather than the rolling 25 year of the DOT.....

O well, guess i'll just have to wait a bit longer.
