P0446 Code Again

Ok I have smog coming up soon on my 2000 burb. Recently the P0446 Code came back. 'bout a week ago. I cleaned out the EVAP filter and made sure it was clear. Does it take time to for all the checks to balance out before the code is gone?

Oh, also I noticed lately when I open my gas cap, I don't get the suction sound. Can my gas cap be causing the 0446 code as well?

My ODB Scanner will not reset the code.

Gas cap is one of the first steps
The gas tank has to get vacume and hold it.
Or the code will set. If code will not clear it is a hard fault or still has the problem.
