98 PA windshield blade won't back to home position

Last winter I turned on the wiper while it was frozen onto the glass, which causes a problem: it won't back to home position when it is turned off, instead it stay in upwards. tried to push it back but it will stand up again.
any one knows how to fix it?

sorry, it is the wiper, not the blade
