boot in safe mode then delete. If it still doesn't work use a linux live cd and dele from there

i use this program when i cant get a file to delete...killbox
http://www.killbox.net/ and most of the time even safe mode will not help.

It also depends on what the file is. If the file is a system file or something used by windows it won't let him delete it in safe mode either and would be for the best as if he did delete it then the system would crash.
