Smile Airbag and Horn problem!!

I just bought a 99 prism and got it cheap due to "minor problems". I have fixed all but 2 of those. The airbag light is on and the horn does not work. As both of them are a matter of inches apart i'm sure the problem lies in the wheel. the power gets to just under the wheel but not into the wheel ittself (behind airbag). I think there is a break in the connection in the wiring mechanism that is only accessable by removing the steering wheel. Anyone ever heard of a problem like this or have any info before I rip into the wheel??

Also, the first owner rear ended someone but it was just the bumper, lights and hood that was replaced.

You should have the sirs scanned for codes, based on the cars history the clock spring could be bad under the airbag, but guess work is not recommended here, have it properly diagnosed.
