P1655 Engine Code

I have a 97 bonneville with 130k miles on it. My check engine light is on. Autozone's code reader says it's a starter disable circuit malfunction (the definition for their code). However, most places online say it's a EVAP purge solenoid control circuit. Who's right? AutoZone said it's something to do with me changing stereos in my car and screwing up the theftlock. I think it has something to do with the emissions control. Any advice or help would be greatly appreciated.

1655 is starter disable circuit malfunction, part of the Vats system, not evap.

What does the vats system do and what could be causing the malfunction? The engine does crank over just fine. After a while the darn engine light comes on.

Vehicle anti theft system, disables fuel pump, and starter, something is going on in one of the relays or modules.
