Fuse blowing

I have a 1995 monte carlo and the fuse that keeps blowing has something to do with the tranny Because since Ive had it the the tranny slips if you tach over 3000 but if you drive conservatively it shifted fine Now you can bearly take off from a stand still and the fuse is blowing.ill attach a pic with no fuse in with a test light I get 12volts on the left side and ground on the right I hope this makes sense to someone thanks Dont know how to attach a pic so its the fuse box under the hood on passenger side standing in front of car its the second fuse down.Thanks again
