1998 zx2 cooling fan

I'm having problems getting the cooling fan to come on. I have replaced the cooling fan (it was definitely bad). I also replaced the cooling fan fuse in the engine compartment. The cooling fan still does not work. What else could be the problem. Can not find any relevant information in the Haynes manual that addresses this problem.
