Sensor Testing

I have a 93 GA that will not start. What sensors can be tested without the car running? I have access to a code scanner but will that work without the car running?

I don't want to just start replacing things until something works. I bought the car with a bad starter but it was supposed to have been running a couple of months ago before the starter quit.

Check for spark and injector pulse, spray carb cleaner in the intake see if it kicks, basic diagnostics, no scanner needed.

How do you check spark on these? Pull the cover and turn it over checking the coils for spark?
