95 Wrangler Wiper Question

i have a 95 wrangler and the wipers do not work, but the washer sprays. you can turn the wipers on and no wiping. But, if you leave the switch on for a few seconds you can hear a faint click coming from behind the vin plate on the dash. I checked all the fuses in the under dash fusepanel, and everything seemed to check out, Although there was a wider brass looking relay at the bottom that i could not identify. and the under-hood relay panel all fuses were intact in there. I dont see any relays labeled for wipers. Where is the wiper fuse/relay Located? Could it be a faulty switch even tough the washer works? Whats The Easiest way to acess the wiper motor if i had to, And where the hell is it??? Any Help Would keep me form pulling my last 7 Hairs Out. Thanks
