If it is a RECALL, then you should get a letter in the mail telling you to take your vehicle in to your FORD dealer.

You can also visit your FORD dealer, give them your VIN, and they can run it on their computer (OASIS) and tell you what recalls there are for your vehicle.
There may be a recall for your year of vehicle that only applies to a certain VIN series, such as a certain range of dates, and / or options.

Work done on a RECALL is at the expense of the dealership and FORD.
Although, you will have to pay for other work that needs to be done that is not part of the recall.

A TSB is different, and they do not send you a letter in the mail.
A TSB is a Technical Service Bulletin, which is to help the technician service your vehicle.
You have to PAY for work done under a TSB.
The "isolator" bolt replacement is an example of a TSB for 1999 and newer windstars.
They came out with an improved isolator for the bolt, which takes care of a common cause for P0171 and P0174 codes with the CEL light lit.
However, you normally have to pay for the repair, as this is a TSB, and not a recall.
Although, as some have posted, they did get some help in the cost if they pressed the issue......

Of course, if the repair falls under the coverage of a warranty, then it would be covered under the terms of that.
