Brakes and brake pedal pulsates

1997 GC, When ever I brake, it feels like the ABS is acting up and making the whole vehicle and brake pedal pulsate. I thought it was a warped rotor, replaced rotors and pads, same problem. It just feels like I'm pumping the brakes and the brake pedal moves up and down when braking. I wanted to make sure it wasn't the rear brakes so I pulled the ebrake and put on the gas. nothing pulsated until I used the brake pedal again. Help would be greatly appreciated. Thanks!

To eliminate the ABS from the possible causes, go into the power distribution center by the battery. There is an ABS pump relay and an ABS system relay. The positions should be marked on the inside of the cover. Pull them and do a test drive. The ABS will be disabled and you will still have the regular power brakes. Any "badness" remaining in the brake operation will be from the mechanical part of the system. If the pulsation has cleared up, need some more info and checks done
