I thought your e-mails could already be read? Like if I had Yahoo, the government could contact Yahoo with certain grounds and access their files and look through my mail. Am I right?

I'm sure that's the case. It seems from the article that the Europeans routinely monitor sent emails for what might be considered dangerous content; but there are bazillions of possible email addresses out there, and to request to view them all would be impossible.
