It might. After the TSB is issued, the problem, in this case the pump seal, is supposed to be fixed in production.

You can just replace the seal, but the dealers usually replace the entire pump ass. since the labor is the same.
But it may not even be "the" solution since long crank times may be caused by other things, but since the pressure bleed down was verified, its a probability, along with a leaking fuel injector, fuel pump, fuel regulator...
It's hard to isolate. I would ask the dealer to guarantee that it fixes the problem first. (good luck)
If it is the pump, you may be in luck - look at your warranty, depending on the year , it (the fuel pump) may still be covered.
Fuel pumps for the 2000 year model were covered for 7 years.
