Fuel Leak

Looking for any input.

95 cabrio, manual.

Intermittent fuel smell while car is running. Smell is strong. One day it is there, the next it is not. Have taken to dealer 4 times over 2 years. They replaced the fuel filter twice. The problem goes away for a month and returns. Have only once seen a fuel drip coming directly underneath the drivers seat from out of the frame where colored plastic (looking) lines are threaded through. Would these be the fuel lines? And could they leak intermittenly? I know it's odd....

Any ideas? Thanks.
