Angry Engine rev fluctuates

after my car has warmed up and has run for a little while, i park the car and the engine rev fluctuates. it revs between 1500-2500 consistintly. sometime it will even rev a very little but very fast. kinda like it goes up and then gets knocked right back down. would adjusted valves be the reason? what else could it be. i want to try and figure it out before i bring it to the shop and get it looked at.
