Day running lights acting weird

My running lights act rally weird recently. Sometimes they just wont go on with no reason. Driving lights work fine at the same time. (99 se 3.1)

do all the lights work if you manually turn them on with the headlamp switch?

I did all lights work, only running dont want to go on all other work fine, sometimes after playing for a while with switches they finally stay on. It's just annoying...
