92 PA Ultra Running Very Rich

My PA is running extremely rich, no power climbing hills and is blowing tons of black smoke when the engine is under load as in climbing hills. Not getting a check engine light and the bulb is good.

I've replaced the coils, plugs, plug wires and the ECM. There was a slight improvement, but something is still wrong.

Don't know where to go on this on. Any help would be appreciated.

This is unusual behavior for an Ultra! Check fuel pressure and regulator first, then I would suggest hooking up a live scanner to monitor all sensors while running.

I replaced the fuel pressure regulator today. Reset the computer. It is better, but not there yet. I'm now getting a 54 code which kind of points to EGR. Still open for suggestions.
