95 Transport 3800 Starts Cold Not Warm

I had the mechanic read the problem on the computer and both the Primary Ignition and the secondary ignitions are messed up. He replaced the main computer not the secondary.

My problem is where is the PRIMARY IGNITION computer located and how easy is the fix? or is this really the problem.... after the main computer was replaced the engine started maybe two times while warm then the problem returned again.

Sometimes i have to wait as long as four hours before the engine starts again ... sometimes only 30 minutes.
