01 jetta front brakes

I recently noticed my brakes starting to squeal so I decided to check/replace them. I started with the rear and they were definitely worn down. But to my dismay when I checked the front ones they literally were 2 mm. less than the ones I was replacing them with. It is if the brakes were less than a 1000 miles old. The car has 70k on it and this is the first set of brakes (half set since I only did the rears) I have put on it.
My question is about brake bias. Is there such a thing on production cars like this and if so, does it sound like it is adjusted improperly? The car has always stopped fine, it still does in fact, I am just at a loss as to how the rears could be basically gone and the fronts be basically new.
Should this concern me??? It does. Anything that can/should be looked at in this regard?

That is a lot of miles on only one set of break pads. In my 2000 2.0 I had to replace the front pads by the time it turned 50k Do the front brakes apply any pressure at all when you hit the pedal? It seems to me that all the force is being applied to the rear.

Its the way the brake system is made on theese... 99-03 models. THe rears wear 2x as fast as front..
