e-brake lock up

i got a prob with my e-brake that when i put my 95 cavalier into drive the e brake locks on if i put it in nuetral it comes off now my question is how can i remove the e-brakes from the brake system to avoid the problem all together?

Cut the cable....they will only activate if you pull the e-brake handle....
