1991 skylark, Wide open idle problem

Hello all you nice people out there. Maybe someone could help me. My skylark 2.5L Throttle body injection, has a big problem. I start the car and it does something as i could only describe as a very high idle. It sould like if you put the car in park and step on the gas a bit. it revs up really high high rpms. Now i checked it the gas pedal line was stuck but theres slack at the throttle body and the butterfly is mostly closed, I can rev the car still too. Now all this high idling causes the car to over heat quickly, like 5 mins which caused a line to break. What could cause the high idle, the throttle postition sensor or the wide open idle cut off sensor. Any ideas out there.

Is your tps actually saying its closed???? I'd check it with a Dvom.
and if you hit the gas, does the idle drop at all?
