Fuel gauge

Is a fuel gauge sticking on full usually a gauge problem or a sender problem?

What year vehicle? The sending units changed. There is a good chance the fuel level sender circuit is open.

Its an 89 model. I'll check the wiring starting at the tank.

Your '89may still have used the older style 0-90 ohm sending unit. Anything much newer would probably have the 33-240 ohm sender.
