How to change the Power Steering Belt on 93 Villager?

Hi, I want to change the worn out power steering belt on a 1993 Villager minivan. I am having a heck of a time trying to loosen the pulley that guides the power steering belt. I have loosened the belt tensioner bolt but the pulley still would not be loosened (and lowered). I could not find a lock nut around the pulley or the belt tensioner. I consider myself "handy" but this makes me feel like an idiot. Help!
