97 Tracker "fuel system 1 open loop"

I just had my 97 Tracker on a SNAP ON "run analyzer" and there were no bad computer codes. The only thing the mechanic said read out on the analyzer screen was " fuel system 1 open loop".
The TRACKER is OK on the level but as soon as you hit a hill and push down on the pedal she goes into the bucket. I mean 5mph is about all you'll get. If you power break it you can hear it take a dip just after you press down on the gas.

We are assuming this is a short in the electric fuel pump but if anyone can verify this I'd be grateful. I just put a catalytic converter on this vehicle and it did pick the general performance but did not of course solve the main problem described.

It seems that under low stress situations she's "sorta" OK but going up hills or just simply getting on it to get moving she bogs down.
